Provision of Hydrometeorological Information to Civil Aviation in the Republic of Belarus
In accordance with Resolution of the Council of Ministers of the Republic of Belarus No. 330 of 15 June 2021, the provision of hydrometeorological information to civil aviation is a component of meteorological support and is organized by the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus.
The direct provision of hydrometeorological information to civil aviation, necessary for the performance of its functions and for ensuring the safety, regularity and efficiency of flights of civil aircraft, is carried out by the State Hydrometeorological Service.
The provision of hydrometeorological information to civil aviation in the Republic of Belarus is a complex of interrelated services, including the provision of hydrometeorological information for the purpose of promoting the safety, regularity and efficiency of flights of civil aviation aircraft.
Aviation meteorological information is provided within the timeframes and volumes stipulated by regulatory legal acts, as well as by the requirements of international treaties in force for the Republic of Belarus.
The main requirements for meteorological support are defined in ICAO Annex 3 "Meteorological Service for International Air Navigation," Doc 10157 Procedures for Air Navigation Services "Meteorology," and the Aviation Rules "On Meteorological Support of Civil Aviation" of 4 October 2024 No. 97.
Belhydromet includes seven civil aviation meteorological stations (hereinafter referred to as AMSG): Minsk, Brest, Gomel, Grodno, Vitebsk, Mogilev, and Orsha.
The AMSGs conduct aviation meteorological observations and develop aviation forecasts (except for AMSG Orsha). Forecasts are developed using aerosynoptic material received via the Geoinformation System "Meteo" (GISMeteo) — a software package that performs the reception, processing, accumulation and display of data. Various calculation methods are also used in the work, including those developed by specialists of the State Hydrometeorological Service of Belarus. AMSGs Minsk, Brest, Gomel, Vitebsk and Grodno conduct meteorological radar observations. All information obtained is provided for the meteorological support of takeoffs and landings of civil aviation aircraft at aerodromes and flights along international and local air routes.
The main consumers of aviation meteorological information are ground services of aviation enterprises, air traffic service bodies, the Flight Coordination and Support Centre, and flight services of Belarusian and foreign airlines. Work is carried out to support aviation flights in the interests of various sectors of the economy and state aviation.
The most important priority in the work on providing meteorological information is the recognition of consumer requirements, and therefore in 2012 a quality management system was introduced, which is aimed at improving the quality of aviation meteorological support.
The quality management system of Belhydromet complies with the requirements of STB ISO 9001-2015, is maintained in working condition and is effective. Measures are being taken to maintain and improve the competence of aviation meteorological personnel. Compliance of the current quality system is determined during annual surveillance audits.
